Is there a way for the administrator to send out an e-mail to all the users at the same time, or at least compile the e-mail addresses?

Afaik Coppermine has no built-in solution to send emails to all of your users. There's a plugin for cpg1.4.x, that may work or has to be ported to cpg1.5.x.
