Because that's the way it is, for now.

But, your users with XP can upload multiple files at once, and,

Version 1.3 allows all users to upload up to 10 at a time.

How can XP users upload more than one at a time with 1.2?

Tell your users to browse to www.yoursite.com/coppermine_directory/xp_publish.php and follow the instructions.
