i backed up my database (dump) in phpmyadmin and i also saved my albums folder,
 everything else is gone
are these enough to restore my albums, all the users etc...
how can i do it?

These should be enough...

Install a fresh instance of Coppemine
Replace the albums directory with the one you have backed up give 777 permissions to it and its subdirectories
Replace the data (not the data structure if you named the new tables differently) in the database with what you have in the dump...
