I just installed Coppermine v 1.4.16 on domain www.tropicana.ws/coppermine and for some reason the index.php page keeps on showing as blank. Any ideas what is causing this?

I am view every page except index.php. I can also login from the login page.

Why install 1.4.16? Current version is 1.4.19. Upload the current version instead and make sure you uploaded all the files to the webserver.

Make sure that you have used a real FTP app to upload and that you have used the proper FTP mode. Don't use web FTP or crappy uploaders like the one built into MS Frontpage or similar.
Additionally, set up your permissions as well - the directory indexes show 403 errors (try http://www.tropicana.ws/gallery/themes/ for testing), which is possible, but not a clever way to set up a webserver in the first place if you're not sure that everything works as expected. For a start I suggest allowing directory indexes to see if this improves the situation.
