Problem with thumbnails/GD resizing

I am having some issues with uploading images - same issues when I tried to set up a gallery a few months ago and thought it was an issue with an incompatible theme.

My gallery is at http://www.damnationfestival.co.uk/gallery, and I have set up the user 'test' with the password 'test123'. I am running version 1.4.19.

It seems the full size image views fine in a pop up window but the thumbnails/scaled images won't show. According to an info.php check the documentation told me to do, my webhost runs GD version 2.0 or higher. I've tried a few other things and I can't get the resized images to work.

Very sorry if I've brought up an old or mundane problem, I have looked around this forum and failed to find anything that solves my issue.

Fix permissions - when trying to show one of the thumbs (I randomly picked one: http://www.damnationfestival.co.uk/gallery/albums/userpics/10001/thumb_6132~4~0.jpg), I get a 403 forbidden error. If you can't figure out, ask your webhost for support, telling them that you get a forbidden error. Don't use the tilde in file names!
