Guests - View = Yes Upload = No....... How?

I have looked through the config settings but cannot see where to make the settings for this:

I want anyone to be able to view what is in the gallery, but only registered users can upload photos.

Is this possible?

Set upload permissions on the groups page for the registered users group.
