Cannot set maximum size for all files

In the Coppermine config I see the option for Max size for uploaded files (KB).
I enter 4096 and save.
When a user tries to upload a 4th photo, however, he gets a message that he is exceeding the 1024 kb limit.

What am I doing wrong?

Max width or height of an intermediate picture/video **      600      
Max size for uploaded files (KB)                               4096 
Max width or height for uploaded pictures/videos (pixels)    1024

It could be the quota in the group control panel
