In a way my question is similar but starting at a different place.
I want to set up an image database that will be restricted to a specific range of users identified by email address (@swansea.ac.uk)
The purpose of the database is to presnt a range of images which are available under a specific creative commons license or which are copyright free - anyone uploading to the database would have to agree to one of these and there would need to be some sort of tag that identified which applied.
Is something like this possible with the basic software and if not has anyone developed anything to do this as a plug in?

I split your post from the original thread, you should start your own topic and not "hijack" others as your post is not entirely related to that subject.

If I get you correctly, you want your users to only upload files which are published under a certain licence?
You could set up a custom field for file uploads and get your users to select what licence the file is and type it in there. You could easily modify the registration file to only allow users with email address that are "@swansea.ac.uk"; in fact, check out the mods board and have a look at the email section as there mods in there that do similar things.
