I have just installed Coppermine v1.4.18 on my web server. Everything seemed to go smoothly with no error messages. When my Admin Mode panel opened, I was able to use Config and all other functions EXCEPT for  Users and Admin Tools. Both of these buttons bring up an HTTP 404 web page not found error. I've gone through the documentation to insure that all the permissions, etc are properly set but don't find anything about this problem. I've also checked the forums but am obviously missing something. Any help would be appreciated. At this point I can't add a user nor can I approved a user's request. Thanks.

I have solved the problem. I unzipped the file again and there were considerably more files this time so I uninstalled and reinstalled the new folder. Apparently, the first unzip failed to work properly. Everything seems fine now.
