Allowed memory size error

Sometimes I get this error when uploading large images. I sort of susspect a server error but im not sure. Can someone help identify.

Fatal error: Allowed memory size of 8388608 bytes exhausted (tried to allocate 6400 bytes) in /home/spyweb1/spy1u103/html/personal/dale/cpg13/include/picmgmt.inc.php on line 191
