[Solved]: having a Particular content on index page only

How to add a particular content on Index page alone ? , ie a note saying under construction or welcome note etc that can be seen on the index page  only .

That's what "anycontent.php" is meant to be used for.

I'm also a big fan of the MiniCMS plugin.  It might be overkill for what you asked for, but it can place different content on individual category, album, etc. pages as well...
