So why is it only an Admin can create a public folder?  If you have several people sharing the gallery it makes a lot of extra work for an admin ?

The question "why" doesn't apply except if you're happy with the answer "because it has been coded that way".
Allow your users to have personal albums inside their user galleries or wait for the release of cpg1.5.x that will feature what you want.

The concept of personal galleries in our layout doesn't work. I'll wait for 1.5...  and if Why is Invalid would when be as well? ;D

I already told you why your question is invalid: because the question "why is an app coded in the way it is" simply doesn't apply.

1) There is no scheduled release date for cpg1.5.x yet
2) Meta discussion about karma will only result in more negative karma, so you better don't
