another admin group, with less privileges?

Hi all

How would I create a second admin group, with less privileges? I only want the second admin to be able to upload photos to ALL and ANY album, and create / delete albums - I don't want them to access the users & groups

Not at all. Coppermine doesn't come with moderator or sub-admin powers.
You may want to look at the mods "Moderators for Upload Approval (1.4.x)" and "Moderators for Album pictures" though. Has been asked pretty often already - in the future, please search before posting.

I have searched, but not the tems "sub-admin" - since I didn't really know what to call it.
