xp publish - Upload not Admin

Is it possible to change the settings so that anyone who is registered can upload pictures, or as in my case, I created a new group called "verified" that I would like to  permit upload images to xp publish

All registered users can use the XP Publisher. Not sure what you're asking for.
XP Publisher is not an admin-only feature.

Currently, in my gallery, can publish only as admin and not with any other users

Can not understand where mistake

Regular users can only use the xp publisher to upload into their own user galleries.
