New Member - how can an ADMIN create and upload files for my users

New site linked with my phpbb..    Is there a way to create albums for my members, and then upload photo for them into their personal albums from the ADMIN or MODERATORS?    Few members are having troubles creating albums (limited computer skills), and uploading.  As the ADMIN I would like to be able to help them from my end..
