Upload error?

I keep getting issues when trying to upload images.  I get one of 2 msgs.

The image is only 700k  my limit is set to 1024.

1.  Request Entity Too Large
The requested resource
/photobook/db_input.php
does not allow request data with POST requests, or the amount of data provided in the request exceeds the capacity limit.
 

Or it shows up like

Page cannot be displayed.

You need to examine the post and max upload limits in php.ini as well as the Apache-defined RequestBody limit for PHP.
