Add a tabs row to top of thumbnails display...

I am wanting to have another the tabs display at the top of the thumbnails page.
It looks something like this:
X files on X page(s)       page1       page2

I have searched the forum, but I did not see this. I want the tabs display at the top and bottom of the page.
That is the page of all the thumbnails in an album.
