registered user cannot upload ro public

hei! i have an problem, my users cannot upload to public, i have chosen that they can in the group options.

As discussed many times over, this is a two-step process: you have to allow uploads to public albums in the first place on the groups panel. Then you have to specify which album they can upload to in the individual album properties dialog.
