fatal error 'include/plugin_api.inc.php'

hello,

I installed the last stable version 1.4.12. After succesfull installation I don't reach the login-screen.
Instead I have the folling error:
Fatal error: main() [function.require]: Failed opening required 'include/plugin_api.inc.php' (include_path='.:/usr/local/lib/php') in .../cpg/include/init.inc.php on line 222

who can help?
