The user's theme preference is being stored in a cookie. Example: if everybody is supposed to see the classic theme, then set the classic theme in coppermine's config as default theme. If you (as admin) want to access your gallery using the theme hardwired, then add the parameter theme=hardwired to the URL in your browser's address bar once by going to http://your_site.tld/your_coppermine_gallery/?theme=hardwired
