Hello guys!   Im new to the forum and first time Coppermine 1.4.12 (stable) user

The problem im having is, i can upload pics to albums as an admin just fine but when as a regular user i can't. 

In other words......  As a regular member, i pick the album i want,then i try to upload but it only lets me upload to "personal album" instead of "public".   Any ideas??

I set the permissions in "groups"  to "Public albums upload" Allowed "Yes" Approval "No" and "Personal Gallery" to Allowed "Yes" and Approval "No".

Does this makes sense?

You need to allow uploads to the album in album properties.

umm....did i miss something in admin mode?   Where do i find the "album properties"?

It's a button next the album on the album list. Refer to the documentation for a screenshot.
