How do I set "Make this my icon" for an image?

Greetings;

Have searched every where I can think of, even in the code,
but obviously not in the right place.

When I edit an image file the selection "Make this my icon" is
grayed out for all files.

How/where do I set this?

Only applies for pics that reside in your own user gallery.

Yes, even for the admin - after all, the thumbnail you select will then represent your user gallery.
