how to write comments when not logged in?

how to write comments when not logged in and without register?
i didn't find the option in the admin-area. so can somebodz help me?
answer in german or english possible.

Thanks, but I don't get it.....how can I change the settings that everybody can write a comment?? Without logged-in. Just write something under the picture?

Guests group - permissions - comments - set to Yes.
