"Unable to connect to database !"

Can anyone help me? I don't really understand anything. I've read some different topics and I don't know what is a config.inc or something like that thingy that they keep talking about.

It happened with the first one (/images) but I reuploaded and transfered the pictures to /gallery. When I upgraded it by Fantastico, when I view pictures from clicking on the albums, all I get is blank pages. And then I thought /images was taking up a lot of space (not too much disk usage left) so I removed it by Fantastico and then thats how it got the message error. If anyone could help me I would really appreciate it. Please and thanks.

1) Don't use Fantastico, it sucks. Upgrade as suggested in our documentation
2) Ask your webhost for support - after all, they provide Fantastico
