User = Admin

OK, I have spent an hour searching for this and can't find it.  Hope it's not a repeat question.

I have created a finite number of albums.  I would like users to be able to upload images into these albums but I do not want them to have ADMIN access to my GALLERY in whole.
From what I have read it can not be done.  they can only upload to their own User Gallery.
Is there not a way to make Albums "community" albums without giving Admin rights to everyone?

My example is I have Albums for the year 2000, 2001, 2002 etc.  I want everyone to put images from 2000 in 2000 and not have to look in 5 other peoples User Gallery to see their images from 2000.

I should have mentioned...
I have set the

Visitors can upload files * setting to YES and I still can not get access to them when logged in as a non-admin user.

next to the album click 'properties' -> in the album properties set 'Visitors can upload files'
