Issues uploading

Can't upload photographs, have most settings set for 775 in the files but no help. When I use the upload link through the site through explorer I get "Page can not be displayed" error. If I use XP Publisher to upload I get "The wizard encountered a problem while copying the files." It goes on to say a number of things could cause this but the server is up and I have a good internet connection.
