Rate this/Comment issue

If i have the "rate this file" and "comments" turned off how do they keep coming up with every new pic that is posted?  i don't want comments or rate this file to show.  how do i do this?

Posting a link to your coppermine-driven gallery and a non-admin test user account may be a good start. Not related to install, moving accordingly.

i haven't done anything with the site yet.  just trying to figure it all out.  some of the pics dont show the comments or rate this but some do.  i know the pic under matty and dragthor shows it.
