I'm trying to find the file, php.ini but I can't find it? Does anyone know where it's located?

Not related to coppermine, but a matter of webserver setup. You probably can't edit that file anyway when webhosted, unless the server is yours to configure. Read up http://www.php.net/manual/en/configuration.php and ask your webhost for support.
