Public album won't stay public for upload

Hi!  I've tried over and over to edit the properties of my public albums to allow uploading by group members that I have defined in my user groups.  The problem is that no matter how many times I click that radio button to allow visitors to upload and no matter how many times I check "I'm sure" and click the submit button, it doesn't work.

I always get a message that says "No update needed" and the radio button has magically switched back to "No" for visitors.

 ???

It's making me a little bonkers.  Any idea what I can do to correct this?

You don't have to check the "I'm Sure" checkbox for this action. Just check the radio button to allow visitors to upload and click the "Update Album" button.
