theme does not support turkish characters - how do i fix it?

Hi,
I am using the theme "Thirteen". I wrote some info about the gallery in Turkish to the side bar  but Turkish characters arent displayed, instead there're some squares. how do I make the Turkish characters be displayed? By the way, the gallery itself is in Turkish and I have no problem with that. Its just the theme that doesnt support the language.

Make sure you save the file you change in the correct charset/encoding. Without a link to your gallery I can't know what this is for sure but it is probably UTF-8.

Thank you. I changed {CHARSET} to iso-8859-9 and it worked.
