Can some help with install

I down load cpg1.4 and I upload via dreamweaver on to my site, but is not letting me set the permission. and per my host nothing is wrong ... when I try to install it I get a file not found or has been move.

Use a real ftp client instead of Dreamweaver,
Try FileZilla it's free
