I run www.letsgetwet.co.uk/gallery (a kayaking website before you get excited)

I want to allow all users the ability to add albums to the main categories, is this possible? I don't really want to have to manually change permissions on each user, or create a group in which I have to add every member. Also new member should get this permission as default.

If it has any effect, this gallery is bridged with a phpbb forum.

No, not possible. No workaround nor hack existing. Has been asked and requested often. Yet it isn't possible.

In that case, how can I set a "default" so that every album I create in the main categories can be uploaded to by other users. I know how to change this once it is create but it is tedious to have to change it every time.

Also - why is it not possible if so frequently requested? Seems like a sensible feature to me.

You can do it manually by running a mysql query
you should set uploads culomn to YES for thoes albums Under main category

but then if I create a new album wont have to do this again?

You can code a simple mod/plugin for it ....
