User Data gets lost???

New install of 1.4.8 bridged with phpBB 2.0.17 and everything appears to work ok.

Expect for one user, user had initial problems with uploads and commenting, deleted that user account and recreated user.  Everything was working well until a few days ago, user notified me that they could not comment in gallery.  Next logon user had comment box back, next login user had lost upload access and comment box. (hope that makes sense)

When I look at the debug code (while logged on as this user) the User Data is incorrect. 

I am lost as to why this is happening to only one person and how I can fix it,  any help would be greatly appreciated.
