I did a test and still dont know whats wrong, but in coppermine i have it set for registered members to be able to post in public and private gallerys and i even have it for guests to be able to. when i made my test account it wasnt in a member group and was able to post pics. bbbbut when i put it into a member group it wasnt able too. i have the permissions on the members groups pretty high and they are the same as un grouped members. but for some reason the Upload button isnt there for them. can someone tell me how to fix this problem

impossible to suggest anything without knowing details. A link to your page and a non-admin test user account might be a good start.

In the future, post a reply instead of editing out your initial posting, as it makes subsequent replies look silly and misplaced. Post a screenshot of your groups page by attaching it to your posting using "addtional options" when composing your message.
