Cant figure out how to do this

My site, I would like the members to be able to upload their photos into their own section, basically the ability to create their own albums and organize their pics, but I cant find the option for this...please someone tell me this is possible, as it will make my life 10,000 times easier!!!

In the documentation it states this:

If "Personal gallery" is set to Allowed, the members of the group will be able to have their own gallery in the "User galleries" category where they will be able to create their own albums.
