Where is the "Upload Approval" button in 1.4?

I upgraded to 1.4 version yesterday and there used to be a button on the top admin menu that said "upload approval" that is now gone.  Does that only show up when there is something to upload or did I not set something up right that I need to approve all uploads?

It only appears when needed - it's an on-demand button.

In fact it only shows up if there are uploads waiting for your approval. You could easily have found this on your own. Log in with a non-admin test user account, upload something while being logged in as non-admin, then log back in as admin and see if the upload approval button is then visible for you.
