When using the GD library there is no GIF support.

This is due to the Unisys patent.  It expired in the US in June 2003, but it won't expire in the rest of the world until June 2004.  As a result, makers of the GD library have decided to wait until 2004 until reintroducing GIF support.

One should note that ImageMagick can use GIFs, but they will not be compressed, as LZW compression would violate the Unisys patent.

Your best option is to convert your GIFs to PNGs.

I guess the only answer is, blame Unisys and their damned patent on the GIF format.
