What version is of coppermine the best?

I have the 1.3 it(she) looks like to me, this one joined MKPortal and me gustaria to ask several things you on the gallery:

How do I do in order that the users could not raise attached photos and if that do it for URL?



Nota: I use translator for cominicarme with you in English since in the foroe spañol it(he,she) does not leave me to write.
