from the time I have upgrade to 1.4 I have a problem with the "accents   (é, è, à ...)   in the comments.

Language is french and I have tryed different ption utf8 on so on in the configuration panel without sucess .

Could help me to have page with accent ?

if you have set your encoding to utf-8, you'll need to convert your textual database content to utf-8 as well. Maybe charsetmgr may help. Please search, this has been asked (and answered) many times.
