Missing Menu - Feature, Issue or My Error?

I'm not sure if this is deliberate (a feature), an issue or my error.
Part of the menu structure seems to go missing most of the time, only appearing if I move the mouse over a certain part of the rest of the screen.

I've tried several different templates, searched the config, tried re-installing and searched the boards here but can't find comment on this one.

The first image shows the menu missing, I've circled where they should be:

The second one shows it in place, circle is in place again.

The menu appears if I move the mouse over the home icon/link or the '@' icon/link and then disappears if I move it over any of the other menu items/links, e.g. the Album List icon/link you can see in both the above images.

Have I missed something obvious?
Is this a feature?

That's a feature of the theme. There are instructions posted on the forum on how to disable it.
