Can't save config

After installation, when pressing "Save new config" in admin menu, it gets to 403 error message. all permmissions set correctly (i think). whats a problem?

Ver: 1.4.4
New installation

in other words: where does the form send you to? Where do you get "403 access denied"

seems it is admin.php
and if i press Resresh button few times in by browser, i get back to admin menu.

do you have a .htaccess file as hotlink or flooding protection in place?

i don't have any .htaccess files at all.
flooding protection is a server side function?

in my security logs i find this line:
mod_security-message: Access denied with code 403. Pattern match "ls" at POST_PAYLOAD
can it help in some way?

problem solved

it was mod_security installed on server with wrong config incompatible with coppermine
