problems with the picture counter

I have a problem with the counter of the inserted pictures, single count if it see by the administrator and if it see by a user them the counted it not count.

I don't know much php, pleasee help me!!

and how are we supposed to help if you don't even bother to give us a link to your gallery? Transcendental meditation? Praying for counts? :?
