Cant update SQL database settings

I recently changed my password in my SQL datasbase, and Im trying to make that change in config.inc.php, but SmartFTP wont allow me to do it.  This is my config.inc.php:

Im getting this error in SmartFTP:

Code: [Select]
553 Can't open that file: Permission denied
    Transfer failed.

Anyone that can help, please?

change permissions (CHMOD) and/or ownership (CHOWN). If you can't, ask your webhost for support.

I tried to change the CHMOD permissions to 777 from 644.  I got this error message:

550 Could not change perms on config.inc.php: Bad file descriptor
Does this mean I would need to contact my webhost?  Or can something be done?
