"terms and condition" in register-section

i found out, that the english "terms and condition"-text for registering is not there. i don`t know if it was the british or american text, because i also copied the one to the other. but one was missing in my version.
that`s all.
could of course also be that i somehow deleted it and don`t remember doing that. but i don`t think so.

To use british you need to enable lang fallback. The register issue was fixed in 1.4.4.
