Can't upload photos or access Admin Tools

I get this error message:


Fatal error: main(): Failed opening required 'include/picmgmt.inc.php' (include_path='.:/usr/local/lib/php') in /homepages/12/d148595588/htdocs/westondems/photos/addpic.php on line 40

it says you're missing a file ... reupload it (include/picmgmnt.inc) and make sure all others are in place
