HttP 404 error when apply modifications to albums

I just installed coppermine 1.4.3 today. I'm getting a http 404 (page cannot be displayed error) when I click on the "apply modifications" button after adding albums. I'm assuming that I'm missing a file but don't know which one. Or, do I have set permmisions differnetly in some file?
