template.html and unwanted span

Hello
I try make my own template and i find this issue. When i upload template.html seved as ansi site look good but the symbols are like these: сн. When i try save as utf-8 i have strange span on the top of my page (but the symbols look ok). I don't know what's happen. This strange span is only in IE.

confirmed... try to remove the blank lines above <?php in lang/polish.php
