Hello,
I am really new to this so please bear with me.  I have installed coppermine gallery from my website host www.globat.com  there was a option that says "install gallery"  so I did and it installed and is linked up to my site.

I am wanting to have my friends to register and upload to my gallery but  it will not allow uploads from anyone other than the administrator.  its says "You do not have permission to access this page"

I have read and searched this forum and did everything i found, in the config I did everything to make this forum public.  When I click properties on the album it does NOT have the  menu to select who can upload to the album.

the link you posted is dead (404). When accessing http://photos.empivw.net/ I get an index list, with no files, but folders. Globat is notorious for providing their own flavour of coppermine, where they have messed with the code, introducing errors along it. You have their flavour of coppermine (which goes unsupported) and is based on cpg1.3.2 (so you have posted on the wrong board anyway, see http://photos.empivw.net/docs/). Get the original coppermine package from our download page and do a fresh install as suggested in the docs that come with it. Imo you should complain at Globat, their version sucks and is a licence violation.

upgrade as suggested in the docs (link at top of this page) at least to cpg1.3.5 or (even better) to cpg1.4.3
