Install on localhost with php and mysql

aight.....i feel i know enough about webservers and sql to get the basics all past the upload and permissions.  but i am still getting the "looks like you're stupid and tryin' to install this in a nuke portal" message. and i am clearly not doing so. just so you know when i type in the address it looks like this:

"http://localhost/Gallery/install.php"

ok.....now...why is this still doing this.

any suggestions?
