User upped Galerys

Hi,
I have the Version 1.3.2
I have seen that registered users can up own named galerys in this version.
Can somebody say me how i can reach this?
There users should have the "Album-Manager" own their site.

enable "can have personal galleries" in groups. RTFM. Upgrade asap at least to cpg1.3.5
